During the past half century, many have tried to explain learning disabilities (LD) in terms of various neurological, cognitive, or neurobiological differences. These purported differences were presumed to produce unique learning problems, which, in turn, were touted as requiring special instructional programs. None of the neurological, cognitive, nor neurobiological explanations of LD have been substantiated conclusively by research; no research definitively demonstrates that the so-called LD group is qualitatively different from the non-LD group of low achievers. It is time to admit that the LD category is a social construction; a social myth. We must stop the practice of providing special services only to labeled low achievers. All low achievers (labeled and non-labeled alike) should get appropriate educational services.
